I think they were introduced in 69 or 70, my 68 came with the old style and I 
had to file a flat on the shaft to make them stable. I was offered the retrofit by 
my dealer in 69 or so, but I declined because I had already fixed it by then. I 
don't know if this was an official recall or not.

My current 69 came with the clamp-ons but they were new. The chewed up 
shafts made it clear that the car originally had the set screws. I had to file 
the burrs off the shaft just to get the clamp-ons to slide all the way on.
