There is a resistor built inside the brown bakelite spark plug connector on the 
outer end of each SP wire. These are separately replacable parts.  

Open is just the jargon for "no connection at all" or infinite resistance.

The resistance of the wire itself is virtually zero, but the resistance built into 
the brown bakelite SP connector is 1000 Ohms. This is what you should 
measure if you measure from one end of the wire, including all it's 
components, to the other.
