Yes, there is supposed to be a filter between the tank and the pump, and 
there is also a filter screen in the tank outlet. If either of these is clogged, it 
will give the symptoms you describe. If you have a different pump, I would 
still expect it to be able to keep up with the needs of your 1600cc engine, as 
long as sufficient fuel can get to the pump. The latter is usually the problem.

If you pull off the hose that feeds the pump, you SHOULD get a healthy 
pencil sized stream of gas running out. If it seems to be anything less look 
for a constriction before that point. Sometimes it is as simple as a kinked 
hose.
