I've never seen them fitted as OE in the UK, but when fitting inertia reel belts to the front, I generally put the front 3-point ones in the back, with or without a middle belt for the youngest (except the kids don't fit in the back as easily as they used to). BTW, the lower mountings are not pan bolts on any I've seen (70-on, but maybe earlier too), but captive nuts on the outside of the body for the rear lower (4), and inside the inner rockers and tunnel for the front lower mounts.
