[T3] compression question

These questions were passed onto me by a friend about his car, so i thought 
i would pose them here also.


This car was just bought and he has no history on it .
A tune up was just done and this was noticed.
1600cc stock motor with 009, stock carbs...

the #3 cylinder acts like it is dead, when the plug wire is pulled the is no 
diffrence in how the motor idles, yet when a compression check is done  the 
#3 show 95 pounds of pressure...
the other cylinders show between 110 to 120...

Is this enough of a difference to warrent a tear down ?
The motor idles great and run good..
What else can be investigated that might have an effect on the # 3 cylinder 
?

any thoughts ?
