The surfaces there need SOME lubrication, but it needs to be something which will not harden significantly in cold weather. First, you must understand that you shouldn't run the starter out of the car, because the outer end is not supported (except the AT starter) and things will get scarred up inside. I use a spare tranny housing as a test stand; if you have something like this, you should check to see if the solenoid is pulling in.
