Are you setting the marks to TDC for the  #1 valves, and then turning the
engine 180° COUNTERCLOCKWISE to the center of the three-tooth bridge for #2?
Are you positive you're turning the engine in the right direction for the
cylinder you're setting?

Whenever I had this problem, it was because I was trying to set the wrong
valve for where the engine was. It only takes once (or in my case, twice) to
learn this lesson.
