I don't really believe this story of the VW factory having a large inventory of seat covers to be used up. The Volkswagen Parts manual (both hard copy and CR-ROM) for this period lists different front seat back rest cover designs for the following periods: Up to chassis 221 974 (to 31 July 1963) 221 975 (01 Aug 1963) to 483 592 (31 July 1964) 315 000 001 (01 Aug 1964) to 315 220 883 (31 July 1965) 316 000 001 (01 Aug 1965) to 316 500 000 (31 July 1966) 317 000 001 (01 Aug 1966) to 317 500 000 (31 July 1967) 318 000 001 (01 Aug 1967) to 318 500 000 (31 July 1968) 319 000 001 etc etc etc . Each of the above periods has a different part number for the cloth and leatherette seat covers and a different code for each colour. Thus, for the first period (01/08/63 to 31/07/64) the part number for the cloth front seat back rest cover is 311 881 805. Then the part number for the 1964 model year (01/08/63 to 31/07/64) is 311 881 805 B for the cloth front seat backrest cover and 311 881 805 A for the leatherette version. Then the part number for the 1965 model year (01/08/64 to 31/07/65) cloth front seat back rest cover is 311 881 805 C while the leatherette version is 311 881 805 D. And so on ...... . In each case there is also a three digit code for the various colours. The manual is quite specific on these changes which correspond exactly to chassis numbers and model year changes. Volkswagen in Germany would not be so imprecise as to just keep using materials until they ran out of stock. I think TMI are trying to spin a yarn to disguise their own mistake or lack of knowledge. If you had quoted your car's chassis number when you first ordered they should not have got it wrong.
