If you have 12V on the input side of the relay and 7V on the output side, then the problem is IN the relay. You need to check carefully, however, because if you measure the voltage anywhere other than right on the relay terminals, the problem could be in some intervening connection. If the problem IS INSIDE the relay, you can open it up and try to clean the contacts. Keep in mind, however, that the problem might be other than in the contacts; you can use your voltmeter again to find where the voltage drop occurs. Some of the early relays had riveted connections that can develop resistance with age. I've never seen one of these early hi beam relays do this, but you never know. It could just be that the PO just burned out the contacts, or something else, when he first installed the fog lights. To clean the contacts, don't use sandpaper, use a point file, or a metal nail file. I don't see any problem with this. The fact that it works makes it clear that all the wiring downstream of the fuse box is good.
