I have heard of people adding a kind of deflector to the top of the shaft. What was suggested was a plastic 35mm film can lid with a hole punched in it that was snug on the shaft. Then remove the wiper arms and press the lit on there and replace the arm. At any rate, removing the shaft and greasing is also a good idea, as these sometimes seize up.
