<x-charset iso-8859-1>I figured out what was wrong - There was a big piece of wire stuck in there.
I thought the wire was part of the assembly that had fallen apart but it was
in the way, blocking the vent from moving.  Everything works fine now.

I have no idea how the wire would get in there, it was a real pain to pull
it out.
