Okay, here's my 2ยข. Corrosion can build up between the fuse and spring clips that hold it in, intermittently preventing current flow. Sometimes they test good on both sides with the test light and sometimes not. I had a helluva time once trying to figure out why my wipers only worked when they wanted to. I looked at all the fuses and they were good with no apparent corrosion on the contacts, so I left them alone. But then I rotated them in there spring clips and magically the wipers started working again. Damn corrosion. Anyway give that shot. If you find that to be the case (or even if it isn't) it would be a good idea to clean the fuses with a soft wire brush or light sand paper and apply a _light_ coat of contact grease or even petroleum jelly (like they do on battery contact to prevent the same corrosion).
