If you are always hearing the two series of clicks but not always the whirring
of the pump, your relay could be going out OR the power could be getting lost
between the relay and the pump.  

You did your test light excercise on the pump relay when the car was in a
starting/running mood, right?  Next time the car doesn't want to start, run
through the same test light excercise on your pump relay again.  

Have you checked the wires to the pump and the connections at the pump?
