You can't seal them up; the water comes out of the air openings, which you want to leave open. What you want to do is to clear out the water drain tubes which you are absolutely correct about, except that it doesn't take nearly 40 years for them to clog up. If you want instructions, remind us of your year. BTW, it's VERY important to fix this.
