Sounds like you've done this carefully and correctly. I don't think there is any other wheel that these could be, other than type 3 wheels. OTOH, there is a much easier way to identify our wheels, even with the wheels on the car. Remove the hubcap and place a straightedge across the central raised ring that the hubcap surrounds. Slide the end of the straightedge out until it gets to the rim. If the straightedge aligns with area within the lip where the wheel weights live this is a type 3 wheel; on all beetle wheels it hits much closer to the center of the rim. Very early wheels were two-tone, later ones, up thru 69 were a solid medium gloss black. From 70 they were black, as before, but the outside face only, outside the hubcap, was oversprayed silver.
