What does the manual say about that? As far as I know yes you should set the 
idle with all the lines connected. And yes with the car idling that high I 
would think that there would be vacuum, which would advance the engine.

More than likely this is the case. When you set the timing on the engine, 
you remove the vac lines to make sure that there isnt any advance on the 
engine at all.
