It's not a fuel, you need something else there to burn, but increased O2 will make things burn faster. You don't have to increase it much. There was a piece on BBC Radio 4 this week talking about a ship yard where they had connected the pneumatic drill up to the O2 feed instead of air. When a worker lit a cigarette the whole place went up. They calculated the % O2 using the time which had elapsed since the O2 was connected and found that it had only risen to something like 26%. Air is normally around 21% O2.
