My 66 Square has the lower seatbelt mounts for the front 3-point belts. The mounts are in the floor pan, however. They are in the short vertical draw of the floor pan just below the flange that bolts to the body. They are also forward of the b-pillar about 10 inches or so, so the later retractor belts that I put in are a bit of a pain since my kids have to step over them to get in the back seat and they slightly restrict the rearward motion of the front seat. My 71 Fasty has the mounts in the body at the rocker right at the b-pillar as Bob described. Not sure when the change occurred.
