Dave, my 65 Notch didn't come with lower mounting points, I believe they were started in 66, somebody more knowlegable will chime in. Up until then type3s only came with the shoulder belt, if they had any at all. I added the lower ones on my car when I was doing my rust repair work. Also the pan didn't come with any mounting points as they( VW ) used the body to mount them as it was a much stiffer structure, then the pan. I hope this helps you out.
