If so, they seldom seem to be a problem. After it is very dry, you can paint that area with rustproofing with a brush reaching up the same way. Ask them. I think it was just a soft strip of some kind of sealer. You only need to be concerned where it covers over a seam in the metal; here it can crack and admit water which then is kept there, promoting rust. Just use a putty knife to scrape off any that is cracked, loose, or peeling.
