No, the plug should not have been that tight. You should just use enough torque
to compress the copper washer, or even better, use a torque wrench.

I think that if someone used to much force when they tightened the plug, the
sump plate was also forced to turn and is now stuck on the threads of the six
studs. Maybe you could get it loose by turning the sump plate counter-clockwise
and tap on it at the same time.
