To put it another way, front parking lights _must_ be white, turn signals _must_ be orange, turn signals can not be combined with another bulb function as they _must_ have a dark backgroud in between flashes. With a US-spec combined front parking light and turn signal, the lamp is faulty on two accoutns, one is that the parking light is not white, the other is that the turn signal housing is lit constantly.
