[T3] type3 FULE TANK SOCK_FILTER?

my gas tank is sparkling clean now. the place was going to charge 120$ including a plastic coating. i payed like 10$ for some gloves and muratic acid.

i came across 1 problem. in the big threaded hole in the bottom of the tank there is a little filter(?). it's shaped like a sock and the size of my pinky that inserts into the bottom of the tank. it seems like nylon mesh.

what is it and do i need a new one? i dropped it somewhere in the leaves and it had holes in it from trying to remove the epoxy putty that i used to plug the holes.
