Having thought this over, I think the suggestion to make 
replacements from plastic bearing material would be the easiest 
and most cost effective. These would not require a hardened 
bearing surface, so the arms could be cleaned up any number of 
ways. They could easily be made in various undersizes also, so 
that the arms could just be cleaned up and reused.

Interesting, I didn't know that anyone carried them. If they can still 
get those I wonder why they can't get the uppers. My guess is that 
the uppers would be in greater demand because their lubrication is 
consistently ignored and the sway bar comes loose.

When you get them check them for internal spring loading per the 
Bentley manual.

Both the uppers and the lowers are offset, but VW specifies that 
the lowers be set straight ahead and that the camber be adjusted 
by way of the uppers. This is almost always done wrong. OTOH, it 
is mostly caster which the lowering changes.
