My bone stock 73 has a virgin engine with 100kmi on it right now and it flickers every once in awhile. The cold data is pretty misleading, so we're best off just sticking with the warm, keeping in mind that there are different degrees of "warm." You can just look at the relief valve design and see what it is supposed to do. It will spill off oil as soon as the pressure exceeds the trip point of 28 psi, regardless of the RPM. The problem arises when the flow rate exceeds the capacity of the relief valve, then the relief valve stops helping and the pressure can climb again. I think this is just what VW decided to live with, not that it was designed to do that. If I were worried about this I would machine the relief port to allow it to flow better without tripping earlier.
