This is commonly done to stolen BMWs etc. to hide the car's original VIN. I don't think that our DMV would allow a cut and weld here, but they do allow that a new VIN (from another car) can be punched in next to the old one, if one were to replace the pan. I am not sure of the procedure here. And if I know my country well enough, one probably has to pay some tax for this.
