Wow, these carbs are pretty messed up. I think you can find another choke
element, but probably not new. And you certainly won't have much luck finding a
whole new carb!
You don't need the electric cut-off jet. This was added about '66 to help
stop dieseling/run-on after shut down. You will need a the jet though, just plug
the hole for the electric plunger.
I think your describing the linkage that runs from the throttle butterfly
lever up to the choke. The carb will work, but not have any cold start
assistance. I bet these were ditched by the PO when the choke element died.
This linkage opens the throttle a little when the chokes are still cold/shut. As
the motor warms up, a cam inside the choke lets throttle butterfly close up a
little at a time.
The best manual for rebuilding these carbs is not readily available (the
orange "Elfrink" one). The Haynes has some basic info. There is a good manual
on adjusting the 32 PSIT's on Everette's site:
