That level operates the choke fast idle cam and the piston inside the choke assembly (I don't know what that does). It has a thread on one end, and is bent at about a 110ы angle, and at the other end it has a circlip. The thread allows adjustment for the choke settings. Also check that you have the spring behind the fast idle cam, that makes it spring back. The spring on one of my carbs is missing, and at first gave me a really funny idle. You could probably make some up if you can't find some, out of a piece of rod, something the same diameter as the stock linkage rods.
