You could even do this without taking anything apart if you had someone careful who could sit in the driver's seat and slowly and smoothly move the shift lever back and forth. What you want to look for is looseness in the cable; look to see if it ends up in the same place whether you move into N from D and from R. If nothing seems amiss here, then go inside the AT and look at the inside end of the shift control lever. Study the manual, the parking lock is covered on page 8-28. I'm not familiar with it, but it is clear that it is possible for things to be "midway". I think my own 73 needs to be adjusted, if I start in P it will be locked, but at the same time it is clear that R is engaged. I think the parking lock and the gear shift mechanisms are separate items inside and the shift arm could be bent or worn. Russ will probably know more, but there's probably something you can just bend, or get welded up to replace metal that has worn away over the years. I doubt if replacement parts are available, but it's possible. Oil loss on these is most likely to be from the governor cover. There is an O-ring seal there which eventually takes a set and stops sealing. Every type 3 AT needs to have this seal replaced.
