By far, the best place for the electric fuel pump is where VW put the OE FI pump: under the gas tank. You can only get vapor lock if the gas on the suction side of the pump is hot, and if there can actually be a bit of negative pressure there. Putting the pump under the tank provides cool gas at its intake AND provides assurance of slight positive pressure at the inlet at all times (assuming the tank strainer and inlet filter are not clogged.) You should also consider the safety problems associated with having a pump wired to simply run any time the ignition is on.
