While many people will use 28 psi all around because it is easy to remember, this is WAY too much for our front tires, which have virtually no weight on them. 18-20 works very nicely, gives good gas and tire mileage, and good roadholding. Russ is right that another possibility is the upper front torsion bar. The set screw on the left side might need to be tightened.
