I once had this problem, too. Solved it by "fishing" up the latch with a
bent wire, like Jim describes. Once I got the darn seat up, I replaced the
broken strap with a piece of black luggage strap, approx 15 mm wide. I just
pulled a loop of the strap down the pocket in the seat cover, and tied the
ends around the latch lever underneath. Works nicely and looks pretty stock,
except for the plastic "handle" which I didnt reinstall. Just gets in the
way.
