It's supposed to be a pressure regulator that lets air out of the 
spare tire only as long as the pressure stays above some number. 
There are black ones and red ones and the red ones keep the spare at 
a higher presssure than the black ones. I think the red ones were 
introducd only around 70, for use in squarebacks. My 68 came with a 
black one, all my 70- squares have been red.

Bosch? Are you sure? I didn't think Bosch had anything to do with 
this part, and where did you find your part?

Yes, they all seem to fail at some point, I would LOVE to see one cut 
open. If I paid shipping both ways, would you mind if I took a look 
at your parts?
