The overflow pipe can be mended with a piece of 15mm od copper water pipe
(5/8" - is that a standard in the US?).  You may need some hose to join it
to the filler neck if that bit is also cracked, but the part through the
wheel well (inner wing) is usually OK.

It is very important to fix this. The gas spilling out and the
"rolling Molotov cocktail" aspect is one thing, the other is the
absolutely incredable amount of water that can be pumped into your
gas tank when you drive in the rain.
