That's the first thing I thought. I had a '56 Chevy pickup in my pre-aircooled days & the front pads on its drum brakes would actually kind of come "out of joint" by design & travel down the front of the drum when the brakes were applied. When they did this they were in more of a bind than just being forced outward against the drum, therefore more braking action. (Braking action being aviation biz lingo I'm not sure it means the same for autos, but I'm sure the point comes across.) This augmented braking was only on the front pad & was designed so it wouldn't be activated for braking in reverse. I don't know enough about VW drum brakes to know whether this design or similar is what you're dealing with though.
