I just always assumed it was a heat shield that helped minimize the boiling of fuel during the heat soak after shutdown. I'm guessing this is more of a problem in type 3s than type 1s because the engine cover is right there, and there is no escape route for rising hot air. Instead it's just held at fuel pump height.
