There is no reason why gas should come through a worn throttle shaft hole because that shaft just leads outside, not to anyplace where there will be gas. Worn holes do occur, however, and they lead to poor running due to air leaks and uneven positioning. There are many places who can bore out these holes and re-bush them. If you really have gas coming out of somewhere on the carb after stopping, then perhaps you need to rebuild the carbs and make sure the float is correctly adjusted and the float valve is sealing properly. The fuel cutoff valve only stops gas from entering the idle passages.
