At the case seam there's a clamp integrated with the air cleaner
support. A smaller pipe wouldn't fit this without something to take up
the extra space, for instance a chunk of rubber hose around the pipe.

This isn't a problem for most folks, though, I gather, since it seems
that the center support is usually missing along with the balance pipe.
Which allows the air cleaner to vibrate, which might be why there are so
few good air-cleaner seals left, etc. But I agree, a balance pipe
wouldn't be all that hard to bend up, and it'd look pretty cool in
stainless.
Since we're in the area, I've often wondered: why do the crankcase
vent gases and gunk go into the air cleaner and tops of the carbs rather
than directly into the manifold? Wouldn't the carbs stay a lot cleaner
that way?
