That relay ONLY supplies power to the FI. The coil has one wire that comes from the ign sw and the other side goes to ground. The relay contacts send power to the brain (2 wires) and the fuel pump relay (relay coil--plastic plug.) The other side of that coil gets a ground from the brain when the brain thinks it's appropriate for the fuel pump to be running. The most common thing to confuse the brain is that the CSV wire to the starter solenoid has been connected not to the wire that is hot when the starter is running, but to the terminal that is hot all the time. Thus the brain is being told that the starter is alwasy running, so it keeps the pump on, even if the engine isn't turning over. Check this wiring on the starter solenoid. There should be a pair of those white wires crimped into a single 1/4" female spade connector and pushed on to the solenoid somewhere. Just pull them off; did the pump stop? It's important that this be wired correctly. Otherwise the brain does several things: enables the cold start valve, richens the mixture, and disables the fuel pump auto shutoff interlock.
