OK, I did the things which Dave suggested. You're right, it's not the same relay as the hazards. I pulled the wires from the fuel pump relay and the hazards were still working, must be another one up behind the dash which I can't see. However, when I put the wires back on the fuel pump relay and hooked a voltmeter to the blue/grey one the voltage on it jumped from 1 to 12 in time with the hazards (ignition off). They are having some interaction somewhere. I couldn't see the hazard relay so I don't know what colour wires are in it.
