There is a wire that comes into the engine compartment from the front to the left of center. It should be a single black wire with a fast-on connector. It then plugs into one to one connector that goes to the brain I believe. Under normal circumstances, if your ignition is on and you disconnect that wire and touch it to ground it will turn on the relay and thus the fuel pump. It is possible that they just hooked up the relay wrong such that it stays on when ever the ignition circuit is on. If they replaced it it could have been an easy mistake to make or they were lame and just wanted to fix it quick.
