[T3] Persistant hiss fro mfuel pump

I think someone may have jiggered the relay for my fuel pump. The guy who
was welding the bodyt connected the signals up wrongly and blew that relay
so he had an auto electrician look at it.

Now, when I turn on the ignition I hear a hiss from the fuel lines/pump
which doesn't stop like it used to before the welding was done.

I remember Jim saying that there was a relay under the dash but how do I
check it is working properly? I had a look in the Bentley book but it
doesn't say much about them.
