I remember an article on that a few years back in one of the US VW mags. If I remember correctly, it involved line-boring the shaft holes on a lathe, pressing in a set of bushings, then reaming to fit a new shaft. The hard part would be locating the old centerline for the shaft since you don't have an accurate hole anymore. Otherwise, you're going to end up fitting new butterfly plates, too.
