The fans are not the same; the t3 fan is enough larger that it 
produces more air even though it's turning slower.

It's just glued.  You can get appropriate "super glues" from Eastman, 
Locktite, Parker, etc.  Ask at a place that sells bearings and O-
rings for whatever they sell to make up large size O-rings from long 
lengths of stock diameter rubber cord.  We do this at work all the 
time.
