[T3] package shelf/gas tank

I have two questions for everyone out there....

1) My package shelf is mounted with 'L' brackets on both sides, but isn't
really attached in the back.  It kind of hangs down in the back.  I just
wanted some advice before I start drilling holes for more brackets.  Does
anyone have a good idea?

And..
2) There is a short rubber hose that comes out of my gas tank (on the
upper left-hand side if you're looking directly at the front of the car)
that is leaking gas.  I plugged it up with a bolt for the time being.
What is it?
Am I missing something there?
What do I do about it?
