I think the salted road states have tougher inspections. New Hampshire had body rust checks, brakes, suspension, steering, lights, etc.. After I bought my 31 year old car in Oregon, all I needed was to transfer the title and register ($30)! Cars up to 25 years old require a smog check, but nothing else. I remember from Michigan there was no inspection of any kind, yet it was a heavy salt state. It is scary to see cars driving with essentialy no lower body work intact.
