I dont think the state of CA cares what condition the car's in (you should see some of the ones driving around here). We did have to do a few things to get it insured though. Nothing too hard. All lights had to work, horn and wipers had to function and they wanted to see that it ran. PIece of cake really. It scares me to hear some of the inspections required by some states.
