>From my own experience, the only time I had anything tested besides the smog on my '66 Bug (when I owned it) was after I was rear-ended by a large beast of a car (American, of course) being driven by a non-insurance-carrying, non-english-speaking woman with 3 kids (not in seat belts) in the back of her car.
