I have the same gizmo on my '66. Later years ('67 or '68) don't have the upper
"manualy operated" door (maybe even the lower automatic flap?).
What I have learned is that there is a hose coming off the front right heat
exchanger that preheats the air to eliminate carb icing. When you rev the motor
the increased heater fan speed lifts the weighted flap allowing partial (total?)
warm air into the carb.
The manual flap is to allow you to get your carb air from the interior of the
engine compartment all the time. I guess such as in the winter, at idle, when the
weighted flap is not accepting the warmed heat exchanger air. I don't think it
would be benificial to open the flap in the summer. Of course we know that humans
have gotten stupider with the advent of technology, so they eliminated the manual
flap.
