Which wire is that?  Where?  Does the pump actually RUN for a bit 
when you turn the key ON now?

Don't let yourself get distracted into changing all kinds of 
unrelated things in a futile attempt to find what has gone wrong.  It 
was right a few days ago; only those things which you have disturbed 
since then are suspects.  If you keep disturbing more and more 
things, you are just making your job MUCH harder.

It probably WAS water.  With just enough oil and gas mixed in to give 
it a different feel and smell.

Always do a valve job FIRST on an air cooled VW.  That is where you 
are most likely to have problems.  Don't take a chance on the head of 
the #3 exhaust valve falling off and turning your engine into the 
gearhead equivalent of a tossed salad.
